Young people leaving care are set to receive a vital lifeline, with new government initiatives providing them access to free prescriptions and dental care until they turn 25. This significant decision aims to address the unique challenges faced by individuals who have grown up in foster care or residential homes.
In addition to free healthcare, a groundbreaking three-year pilot program will explore ways to ensure that children in care receive mental health support more promptly. As part of these efforts, general practitioners (GPs) will be notified when they have patients currently in the care system, enhancing the safety and well-being of these vulnerable youths.
Wes Streeting, the Health Secretary, emphasized that this initiative recognizes the hardships that young people often endure after leaving care. Research indicates that those who have exited the care system are at a heightened risk for various mental health issues, and they face greater likelihoods of homelessness and unemployment throughout their lives.
According to the Department for Health and Social Care (DHSC), the provision of complimentary prescriptions, along with free dental and eye care, has the potential to benefit tens of thousands of care leavers. Alarmingly, over 25% of these young adults have not received guidance on how to manage their health effectively, including essential tasks like registering with a GP or dentist.
As part of this new scheme, GPs will receive alerts regarding young patients in care, enabling better communication across services if medical professionals have concerns during regular check-ups. This initiative complements last year's commitment to offer guaranteed job interviews for NHS positions to individuals with a background in care.
Currently, there are approximately 53,230 care leavers aged 17 to 21 and an additional 44,430 between the ages of 22 and 25, as reported by the DHSC. The Health Secretary stated, "Young people in care face some of the most challenging beginnings in life, which leads to numerous health disparities that hinder their ability to achieve a happy, successful, and fulfilling future. My commitment is to provide every child with the best possible start, and this enhancement in healthcare and career options for care leavers is a significant step towards that aim."
Josh MacAlister, the Education Minister, pointed out the social injustice faced by children raised in care. He stated, "The disadvantages that these children experience are unacceptable, and that’s why we are taking decisive action across governmental departments to improve the life prospects of these individuals and care leavers. This comprehensive health package will play a crucial role in alleviating health inequalities, enhancing child safety, and offering extensive support to families in need. Furthermore, it aligns with the recommendations outlined in the Independent Review of Children’s Social Care that I published in 2022. Our government is dedicated to creating real change to dismantle the barriers to opportunity, particularly for those in care."
Dame Rachel de Souza, the Children’s Commissioner, remarked, "These pragmatic measures aimed at improving the outcomes for children exiting care will significantly impact how they transition into adulthood. They are not just supplementary services; they represent essential support that can help care leavers tackle the obstacles they face—support that many other young people often take for granted."
Dame Rachel highlighted that nearly 40% of care leavers aged 19 to 21 in England are not engaged in education, employment, or training, while only about 13% pursue higher education. "Moreover, they are disproportionately represented in the prison population," she added.
"I continue to urge leaders at all levels of government to place care leavers at the forefront of their policy-making decisions."
